In the European Commission
plan for1998-2004 concerning the
transport policy, it was stated that the
political objective of Europe is to
realise a common political policy
that is secure, competitive, effective
and efficient, and that takes into
account social interests and costs, and
the environment.
The
White Paper
As emphasised in the
Political Direction in the White Paper
adapted from the Commission on 18th
July 2001 - the promotion of the
Motorways of the Sea - the
improvement of the connections between
the ports and the rail, and river
networks, as well as an improvement of
the quality of service provided (ref. to
the directive on the Ports Package
Proposal of 2001), are still primary
objectives within the framework of the
European directive.
Funds
The increase in the
appointed funds (circa 30 million
per year) designated to the new programme
of intermodal support, called MARCO POLO
(2003-2010), which replaces the past
programme called PACT (1997-2001),
confirms the intention to pursue the
objectives described above.
We would like to point out
the legislative effort of the EU, that
through the identification of the afore
mentioned bottlenecks, that slow down
development of the SSS, has included a
directive, to simplify and harmonise the
declaration form for vessels calling
and/or departing from a port of the
community (IMO-FAL).
